House Passes Bipartisan Water Resources Development Act of 2020

WASHINGTON, D.C. – Today, Representative Kurt Schrader (OR-05) applauds the passage of the bipartisan Water Resources Development Act of 2020 (WRDA). WRDA 2020 grants authority to the U.S Army Corps of Engineers to carry out water resource development projects. This bill is critical for our Nation’s ports, dams, locks and flood protection.


“This bipartisan legislation will have major impact on our coastal Oregon communities,” said Rep. Schrader. “Included in this year’s bill are changes that I worked on to transfer the Willamette Falls Locks from federal control to a commission at the state level that can provide more local control to repair and reopen this critical navigation channel. Further, updated language on the Willamette River Basin Review Reallocation Study was included and will help to allocate Willamette River water reservoirs for municipal, agricultural and conservation uses.”


This year’s WRDA includes reforms to the Harbor Maintenance Trust Fund that will release billions in already collected HMT funds to be used for badly needed repairs and updates to ports and harbors across the country. This will dramatically reduce the existing backlog in port and harbor maintenance projects. Additionally, this bill has vital measures that will advance flood risk reduction projects that will aid rural communities in better addressing flood control needs and with a focus on resilient rebuilding methods to withstand future natural disasters.
